I’m not sure I agree with this, actually. Sometimes I use a thesaurus to look up a word that’s on the tip of my tongue but that I can’t remember even though I can list at least three of its synonyms.
I understand the general sentiment behind the quote though - use of a thesaurus can lead to very purple prose.
